Critical minerals and rare earth metals are used to manufacture consumer electronics, military equipment, electric vehicle batteries, and other advanced technologies vital to America’s homeland security and economic competitiveness. China is currently the largest source for more than half of the critical minerals on the U.S. Geological Survey’s 2022 list.

Today, Representatives Mike Garcia (R-CA) and Jay Obernolte (R-CA) introduced the Improving Atmospheric River Forecasts Act, which would establish a program within the National Oceanic and Atmospheric Administration (NOAA) to improve the forecasting of atmospheric rivers, powerful storms that carry the risk of severe flooding and snowfall that caused substantial damage across the state this year.
