"The bipartisan House AI Task Force has spent the past 10 months looking at specific ways Congress can advance America's leadership in the global AI race. Today the panel released a report with 89 (!) policy recommendations, making this a big day for all of us who want to make sure free, democratic AI wins out over the authoritarian path being pursued by China. Given the stakes, this is a competition the US has to win.

The report focuses on how AI is a transformative technology with significant implications for our national security and economic competitiveness, and it prioritizes the imperative that the US lead on AI innovation. In particular, the report rightly recognizes that infrastructure is destiny when it comes to US-led AI staying ahead, and that Washington needs to invest in modernizing our electric grid and building energy-efficient AI infrastructure.

I also appreciate that the report contains specific calls for increased government support for AI research and development, literacy and workforce training programs, and public-private partnerships designed to maximize America’s current lead in AI. 

At OpenAI we’ve talked about how we are entering the Intelligence Age, where AI will help people solve hard problems and bring about progress in areas like education, healthcare and science that would have seemed like a miracle in the past. In particular, AI is going to drive economic growth — and it is critical that these benefits impact the entire country and people from all walks of life. The Digital Age generated significant economic gains, but they didn’t reach everyone. We need to get it right this time around.

I’ve spent enough time in Washington to know how hard it is to reach bipartisan agreement on any major issue, especially one as complex as AI. The fact that this report drew the unanimous support of lawmakers from both parties is a reminder that AI transcends politics – and that it can be an area of common ground between Capitol Hill and the incoming Trump administration. 

We want to thank co-chairs Rep. Jay Obernolte (R-CA) and Rep. “BSA commends the House AI Task force for its bipartisan work to identify policies that will build trust in and promote the adoption of responsible artificial intelligence. We appreciate the leadership of co-Chairs Jay Obernolte and Ted Lieu, as well as the support from Speaker Mike Johnson and Leader Hakeem Jeffries. 

National technology laws are the best way to set clear and workable policies to encourage AI adoption and innovation, benefiting both businesses and society. There are clear opportunities for Congress to build upon the work of the task force in the next year, and advance issues of consensus, such as setting a national R&D strategy for AI, providing for the development of AI infrastructure, upholding the US approach to standards development, and furthering the federal government’s adoption of technology. 

There is additional opportunity for the next Congress to build upon the bipartisan work achieved over the past two years to bolster US competitiveness. With many US states and global economies poised to act on AI in early 2025, it will be important for Congress to continue the work of the House and Senate task forces to elevate US leadership and promote American tech innovation and adoption.”

The task force report includes important input from BSA, including the association’s work on state policy and IP and copyright issues as it relates to AI.

"Mozilla commends the House AI Task Force for their diligent work over the past year and welcomes their report detailing AI policy findings and recommendations for Congress. We were grateful for the opportunity to engage with the Task Force throughout this process, and to contribute our perspective on our key priorities, including open source, protecting people from AI-related harms, and Public AI. It’s encouraging to see these critical topics addressed in the final report.

In particular, Mozilla agrees with the Task Force findings that there is insufficient evidence to justify the restriction of open source models, and that today’s open AI models actually “encourage innovation and competition.” This finding echoes NTIA’s July 2024 report which acknowledged the benefits of open models to promote AI innovation. We’re also gratified to see the report address other vital issues like data privacy as it pertains to AI, including the use of Privacy Enhancing Technologies (PETs). We’re pleased with the continued emphasis on making foundational progress towards Public AI as well, including recommendations to monitor the current National AI Research Resource Pilot in preparation for potentially scaling the program, which Mozilla hopes to see expanded, and investing in AI-related R&D and education.

In large part to its great breadth and depth, the House AI Task Force report represents a much-needed step forward in the development of concrete AI policy legislation and will help inform the agenda for the next Congress. We look forward to continuing working with AI leaders to advance meaningful AI legislation that promotes accountability, innovation, and competition."
